This proposal for the insertion of the concept of agricultural landscape in UPRA's agricultural land planning is a contribution to the agricultural sector in order to put agricultural landscapes in a relevant place in national agricultural, heritage, planning and territorial land-use policies, as well as related international agreements that allow the country to be at the forefront of global initiatives.

This document, a synthesis of the consultancy work carried out by UPRA in 2015 on rural urban conflicts and their incidence in the formulation of national policies for planning rural lands, seeks to identify some conflicts on the use of rural land in order to develop recommendations for its resolution, based on the diagnosis identified in the Mission of Cities of the National Planning Department (document CONPES 3819 of 2004) and the "Bases for a policy of land management for agricultural uses" (Gestua) formulated by UPRA (Massiris, 2015).

An understanding of the postulates found in the Political Constitution of Colombia regarding issues related to rural development and food security, among others, are some of the issues that will be addressed in the first part of this document, which in turn are the basis of legislative developments expanded below, such as Law 388 of 1997, Law 1454 of 2011 and Law 1625 of 2013. For each law, some contents and elements are presented, as well as inputs available for the formulation of said contents; the foregoing, from its relationship with rural land use planning, with greater emphasis on rural land management in agriculture and "Management of land for agricultural uses" (Gestua).

This document deals with interrelationships between growth, development and land use planning, and about new approaches to development and land use planning in rural agriculture. It is mainly aimed at contributing to new land use planning processes, promoted through a modern POT program, proposing elements for reflection and analysis that allow us to transcend the traditional approach to land use planning focused on physical aspects of land use and a sectoral treatment, limited to the systemic nature of the territory and the need to broadly include processes of social construction of the territory.

This document offers conceptual guidelines, criteria and instruments through which actors can make decisions and adopt policies, strategies and programs that contribute to an orderly occupation of rural territories and the efficient use of rural land as a means to promote progressive access to land ownership of peasant communities and agrarian workers, as well as rural public goods and services and productive infrastructure, with greater emphasis on food production and comprehensive development of agricultural, livestock, forestry, fishing and aquaculture activities, both from continental rural lands and coastal areas.

The Departmental Development Plan is one of the key planning instruments for implementing the national policy of the agricultural sector and rural development as outlined in the current National Development Plan (PND) 2014-2018 "All for a New Country." This is specifically aligned with the strategic axis of "rural transformation" and the policies of the Ministry of Agriculture and Rural Development.
