This document provides policy, planning and management guidelines for rural agricultural development, together with a conceptual basis and corresponding methodological elements, in order to provide criteria to develop a rural agricultural component, following the structure of planning processes for the preparation of PODs, raised through the COT 10 Agreement of 2016.

This document is the result of a detailed analysis of the Departmental Development Plans 2020-2023 and their commitments to rural agricultural development. This document is crucial for the exercise of sectoral leadership under the Ministry of Agriculture and Rural Development (MADR) and the necessary inter-institutional coordination and collaboration of sectoral entities, as well as those whose mission strongly impacts the reality of the Colombian countryside, from a comprehensive perspective.

The objective of this document is to provide municipal and district administrations and, in general, all actors in land use planning, a series of conceptual, methodological and procedural elements, within the framework of delimitation and formulation processes (including prioritization criteria for the effect), adoption and implementation of rural planning units (UPR in Spanish), instruments of territorial planning that, as developed in this document, are intended to specify the decisions contained in Territorial Land-use Plans (POT ), instruments that by this fact become strategic elements to consolidate a policy of land management for agricultural uses.

As part of the commitment made in the PND, this document sets out guidelines and technical criteria for the management and planning of the categories of restricted development rural land established by the Single Regulatory Decree of the Housing, City and Territory Sector (1077/2015).

This document sets out guidelines for the articulation of the rural component in the Rural Agricultural Territorial Planning in Metropolitan Areas, within the framework of GESTUA and the new rurality approach, based on the powers and functions established in the Political Constitution and the national regulations that govern these entities.

The Rural Agricultural Planning Unit (UPRA), in accordance with the functions outlined in Decree 4145 of 2011, presents the Guidelines for the articulation of Land Adaptation Districts in Territorial Planning Plans, a practical tool that offers criteria and actions that must be taken into account when formulating a municipal or district planning plan, and a Land Adaptation District (DAT) exists or its construction is planned.
