This document is the result of a detailed analysis of the Departmental Development Plans 2020-2023 and their commitments to rural agricultural development. This document is crucial for the exercise of sectoral leadership under the Ministry of Agriculture and Rural Development (MADR) and the necessary inter-institutional coordination and collaboration of sectoral entities, as well as those whose mission strongly impacts the reality of the Colombian countryside, from a comprehensive perspective.

Through this booklet, UPRA and the AUNAP publish suitability zoning of rural territories for commercial cultivation of six (6) relevant productive alternatives for aquaculture, where areas meet physical, eco-systemic and socioeconomic conditions, for the establishment of farms dedicated to commercial aquaculture.

The diagnosis of the land tenure structure in the Orinoquía reveals a direct relationship with its inequality: few owners with large tracts of land and many with small plots. This situation is verified in three of the four departments studied (Arauca, Casanare, Meta and Vichada); the results indicate a notable informality in tenure, especially in remote areas. The predominant economic activities in these plots lean towards the agricultural sector, particularly extensive livestock farming.

According to the "Guide for Policy Evaluation" (Sinergia and DNP, 2012), within the program cycle, executive evaluation is a midterm evaluation instrument. This methodology allows the inspection of execution aspects and program operation. It can be carried out during the implementation stage or in the ex-post phase of the program, when products and services have already begun to be delivered to beneficiaries.

The evaluation of policies is an activity that allows assessing the performance of public actions and interventions which, through a structured framework of obtaining and analyzing information, facilitates feedback and generates results that support decision-making.

This document, a synthesis of the consultancy work carried out by UPRA in 2015 on rural urban conflicts and their incidence in the formulation of national policies for planning rural lands, seeks to identify some conflicts on the use of rural land in order to develop recommendations for its resolution, based on the diagnosis identified in the Mission of Cities of the National Planning Department (document CONPES 3819 of 2004) and the "Bases for a policy of land management for agricultural uses" (Gestua) formulated by UPRA (Massiris, 2015).
