Update of the map of areas that likely have family agriculture based on land cover and zoning figures.
Financial analysis is an indispensable component in the decisions of producers and in the guidelines of agricultural sector policy; therefore, it is key to take this aspect into account when evaluating the problems defined by the mission for the transformation of the countryside (DNP, 2015), in which the existence of a low profitability of the agricultural economy has been recognized. The main causes of this problem are: the availability of technology, prices and the market, credit conditions, among others; placing special emphasis on the accelerated growth of production costs and strong increases in support prices.
This guide contains directions, criteria and instruments to carry out, on one hand, an ex-post evaluation of a land adaptation program or project, comparing the initial situation of the project with the conditions of the district already in operation; and, on the other hand, to analyze risks, perceptions of beneficiaries and participating institutions throughout the process, as well as specific evaluations of social, economic, environmental and infrastructure impacts on production.
These guidelines include a 2016-2038 roadmap to achieve this purpose. To establish the route towards 2038, the guidelines build on achievements of previous policies and are consistent with purposes, programs and goals of current policies such as the National Forest Development Plan, with a new approach to economic development, green growth, and with a recently adopted policy of productive and social planning of rural property in Colombia.
The objective of this document is to provide municipal and district administrations and, in general, all actors in land use planning, a series of conceptual, methodological and procedural elements, within the framework of delimitation and formulation processes (including prioritization criteria for the effect), adoption and implementation of rural planning units (UPR in Spanish), instruments of territorial planning that, as developed in this document, are intended to specify the decisions contained in Territorial Land-use Plans (POT ), instruments that by this fact become strategic elements to consolidate a policy of land management for agricultural uses.
