UPRA understands how:
Agricultural activities: Are those whose economic activity is limited to agriculture, livestock, forestry, aquaculture and fishing. Resolution 261, 2018 of the Ministry of Agriculture and Rural Development (MADR according to its acronym in Spanish).
Agricultural border in Colombia: Defined as “the limit of rural land that separates areas where agricultural activities are allowed, from protected areas, those of special ecological importance, and other areas in which agricultural activities are excluded by law or regulation”. Resolution 261, 2018 of the Ministry of Agriculture and Rural Development (MADR according to its acronym in Spanish).
Agricultural extension: Support process to manage the development of capacities of agricultural producers, their articulation with the environment and access to knowledge, technologies, products and support services, in order to make production competitive and sustainable while contributing to the improvement of family life quality. Therefore, agricultural extension facilitates management of knowledge, diagnosis and solution of problems, exchange of experiences and construction of individual, collective and social capacities. Agricultural Landscape: According to the publication “Agricultural Landscape - Incorporation in Territorial Planning”, agricultural landscape is a heritage cultural landscape in any part of the territory suitable for agricultural development, as perceived by the population. Its character is the result of actions and interactions between nature and human beings over time, where symbolic appropriation leads to its planning through practices and activities that include agriculture, forestry, livestock, aquaculture and fishing.
Agricultural markets: Includes the space or context where exchange, sale and purchase of agricultural, livestock, aquaculture, fishing, forestry and agro-industrial inputs, goods and services are carried out between purchasing agents, who demand and have the ability to acquire them, and selling agents who offer them. Agricultural production systems: An agricultural production system is defined as a conglomerate of agricultural, livestock, forestry, aquaculture, fisheries productive units, providers of goods and services, which are linked to their territory, under a multifunctional and multisectoral rural perspective. The system appropriates and takes advantage of surpluses created, under a scheme of innovation, productive diversification, territorial competitiveness and sustainability, which creates added value and promotes local development, efficient use of the land, roots of their inhabitants, and recognition of their cultural identity. Agricultural productive reconversion: Understood as a strategy for managing agricultural systems, which integrates and directs in an orderly manner, actions necessary to achieve an efficient use of soil and water and increase sustainability and competitiveness. In this sense, it seeks to reduce in a comprehensive way, conflicts of use of territory in consideration of the biophysical, ecosystem, social, economic, cultural and scientific-technological dimensions. Some mechanisms of productive reconversion are the creation of added value, agricultural diversification, land adaptation, agricultural conversion, technological changes, and change of crops. Conditional areas: Are those where agricultural activities can be allowed, restricted or prohibited in accordance with conditions imposed by law. Resolution 261, 2018 of the Ministry of Agriculture and Rural Development (MADR according to its acronym in Spanish).
Distribution and access to land: It is the way in which rural lands are distributed, divided or assigned, on which property rights and other types of tenure are configured, as well as the use and size of properties, considering different forms of access to these and promoting fulfillment of the social and ecological function of property and the progressive access to land by agrarian workers. Efficient land use: This is the result of a planned process of productive and social planning of rural property, which aims to improve productivity and competitiveness of territories, in balance with social, economic and environmental sustainability of agricultural production systems. For its assessment, land aptitude is a determining factor for the development of productive systems, as well as understanding the demands of agricultural markets, within the socio-ecosystem and socio-economic context of territories, equitable distribution of land, and legal security regarding land tenure. Exclusion areas: These are areas where agricultural activities are not allowed by Law. Resolution 261, 2018 of the Ministry of Agriculture and Rural Development (MADR according to its acronym in Spanish).
Family Agricultural Unit (UAF according to its acronym in Spanish): : According to the Ministry of Agriculture and Rural Development, it is understood as an agricultural, livestock, forestry or aquaculture farm that depends directly and mainly on the involvement of family workforce, without prejudice to occasional employment of hired labor. The area must be enough to provide each year to the family that exploits it, under conditions of average productive efficiency, and an income equivalent to one thousand eighty (1,080) daily legal minimum wages (Law 505 of 1999).
Food sovereignty: Understood as the right of a country to define its own sustainable policies and strategies for the production, distribution and consumption of food, in order to guarantee the right to healthy and nutritious food for the entire population, respecting their own cultures and the diversity of production, marketing and management systems of rural areas. Land market: A set of transactions or agreements free of any pressure, through which a partial or total exchange is carried out on one or more components of property rights (use, enjoyment and disposal) of properties that have not been subject to legal exclusions. Legalization of property: A set of actions directed by the government aimed at correcting imperfect technical and legal situations regarding the property of rural lands of public or private origin. Management of land use conflict: Set of guidelines, processes and actions, transversal and multisectoral, that seek to contribute to the efficient use of rural land through strategies of coordination, articulation and agreement between different public and private actors. This taking into account that in rural territories, diverse interests of other sectors converge for land use such as the environment, energy mining, infrastructure and transport, tourism, housing, basic sanitation, and culture, among others. Peasant, family and community agriculture: System of production and organization managed and operated by women, men, families, and peasant, indigenous, black, Afro-descendant, “Raizal” and “Palenqueras” communities that coexist in rural territories of the country. This system mainly develops activities for production, transformation and commercialization of agricultural, livestock, fishing, aquaculture and forestry goods and services, that are usually complemented with non-agricultural activities. This diversification of activities and livelihoods is predominantly carried out through family, associative or community management and work, although hired labor can also be used. The territory and actors that manage this system are closely linked and co-evolve combining economic, social, ecological, political and cultural functions. Peasant, family and community economy: A system of production, transformation, distribution, commercialization and consumption of goods and services, organized and managed by men, women, families and communities (peasant, indigenous, black, Afro-descendant, “Raizal” and “Palenqueras”) that live together in rural territories of the country. This system includes different organizational forms and different means of life used by family members and rural communities to satisfy their needs, create income, and build territories; and involve social, cultural, environmental, political and economic activities. The peasant, family and community economy encompass a diversity of productive strategies including agriculture, livestock, fishing, aquaculture, forestry, the use of biodiversity goods and services, rural tourism, handicrafts, artisanal mining, and other trade and service activities not related to agricultural activity. In this system relations of reciprocity, cooperation and solidarity predominate, and the development of activities is based on work and labor of a family and community type, seeking to create conditions of well-being and good living for its inhabitants and rural communities. Productive and social planning of rural property: : This is the result of a participatory and multisectoral planning process of a technical, administrative and political nature, which seeks to contribute to the harmonization of the management of agricultural uses and rural land tenure, in order to improve or maintain an adequate balance between agricultural production (agricultural, livestock, forestry, aquaculture and fisheries), efficient use of land, equitable distribution and legal security of land tenure, and social, environmental and economic competitiveness and sustainability, coordinated with existing instruments of land use planning and rural development in the territory. Productive chain: Set of activities that are technically and economically articulated from the beginning of the production and elaboration of an agricultural product, until its final marketing (Law 811 of 2003).
Productive Planning: A participatory multisectoral planning process, of a technical, administrative and political nature, which seeks to contribute to the sustainable use of resources in a territory, with the purpose of improving agricultural productivity, food security and local, regional, national and international competitiveness, under principles of social responsibility and environmental sustainability. Rural development with a territorial approach: It is a continuous process of transformation, promotion and creation of social, economic, environmental, cultural and institutional conditions necessary for rural territories and its actors, both individually and collectively, to deploy their capacities and potentialities based on a systemic, holistic, comprehensive and shared vision of sustainable use of the territory's potential to improve its productivity and contribute to the well-being and good living of rural inhabitants. As a result of this process, regional imbalances in the level of development must be corrected. Rural extension: Continuous process of strengthening and developing capacities of families and organizations of agricultural producers through comprehensive and multidimensional technical support activities, through the creation, dissemination, access and exchange of knowledge and technologies. It facilitates processes of articulation between communities and their environment, allowing them to independently develop their productive potential and improving their well-being and good living. This process requires horizontal and participatory methodologies to strengthen the dialogue of knowledge and self-management. Sustainable production systems: A structured set of agricultural activities that a human group organizes, directs and carries out, in a given time and space through practices and technologies that do not degrade the productive capacity of common natural assets. Such activities can be properly productive (cultivation, harvesting, exploitation, extraction, grazing) or management (prevention, maintenance, restoration). Sustainable production systems produce safe, healthy and high-quality food. They contribute to the mitigation and adaptation of territories to climate change, guarantee economic viability, provide ecosystem services, manage rural areas conserving biodiversity and scenic beauty, guarantee animal welfare, and contribute to well-being and good living. Territorial approach: Part of a systemic and holistic vision of a given territory, which allows to enhance local capacities by promoting participation and cooperation of actors and use of their resources, in a process that can achieve order, productivity and sustainability of the territory. Territory: A geographic space in which a person, group of people, institution, or government exercises control and dominance. As a social and historical product, a territory can be urban, rural, maritime, insular or air, endowed with a certain base of common natural goods, certain forms of production, consumption and exchange, as well as public goods and services and a network of institutions and forms of organization that are in charge of giving cohesion to all constituent elements.
