This publication, Technical Report on the Characterization of the Land Market and Determination of Rural Land Prices in the Department of Vichada, contributes to the country and to the project in several ways. First, it provides relevant information on the commercial prices of rural properties in the department and its municipalities. These prices reflect the biophysical characteristics of the land, its proximity to infrastructure and marketing centers, as well as access to natural resources and the environment. This information is essential to identify the possible causes of price variations and to understand territorial dynamics.

The UPRA and the Government of Huila, through the inter-administrative agreement CO1. PCCNTR.1425704 of 2020, propose the implementation of the first Agrologistics Plan, which aims to: Recognize the logistical capabilities of the Department of Huila, in order to maintain continuous, effective and efficient improvement in the logistical thematic axes of the prioritized productive alternatives in accordance with public policies and guidelines applicable to the sector, in accordance with the vocation and productive development of the region.

This technical document contains the Departmental Plan for Agrologistics of Meta, which contains the results obtained in the Characterization phase, in which the current state of logistics of agricultural products in the department was identified and analyzed. Different aspects were reviewed through four thematic axes: Institutionality and regulations, Human, social and business talent, Infrastructure and services, and Information and communications technologies.

The diagnosis of the land tenure structure in the Orinoquía reveals a direct relationship with its inequality: few owners with large tracts of land and many with small plots. This situation is verified in three of the four departments studied (Arauca, Casanare, Meta and Vichada); the results indicate a notable informality in tenure, especially in remote areas. The predominant economic activities in these plots lean towards the agricultural sector, particularly extensive livestock farming.

Financial analysis is an indispensable component in the decisions of producers and in the guidelines of agricultural sector policy; therefore, it is key to take this aspect into account when evaluating the problems defined by the mission for the transformation of the countryside (DNP, 2015), in which the existence of a low profitability of the agricultural economy has been recognized. The main causes of this problem are: the availability of technology, prices and the market, credit conditions, among others; placing special emphasis on the accelerated growth of production costs and strong increases in support prices.
