This document contains the methodology and results of the identification of the Protection Areas for Food Production (APPA) in the Southern Region of the department of La Guajira, which are "those areas destined for food production that constitute determinants of territorial planning and a higher-ranking standard, in accordance with article 10 of Law 388 of 1997 modified by article 32 of Law 2294 of 2023, which are part of the areas of special interest to protect the human right to food and enjoy special protection from the State, located within the national agricultural frontier and which must be maintained over time."

This document addresses the construction of a proposal to establish the maximum limit and regionalized limits for the first allocation, which corresponds to the "maximum amount for land purchase per family unit in current legal monthly minimum wages," to be updated annually by the National Land Agency. This value will be determined based on the referential commercial land values provided by the Rural Land Planning, Land Improvement, and Agricultural Uses Planning Unit - UPRA.

This report gathers a general context of the perspective of finance management of rural lands within territorial planning, conceptual bases of rural land management and financing mechanisms and guidelines for incorporating rural land management and financing in POTs and other instruments of territorial planning.

The conceptual framework of rural land management and financing mechanisms (MGFSR in Spanish) is based on direct relationships between mechanisms used for the construction of management strategies of planning instruments of rural land use planning (POT, PBOT, EOT and UPR) and planning instruments for territorial development, in their formulation, execution, evaluation and follow-up phases; and in territorial management of rural productive planning, with the design and execution of public policies for rural development.

This document encompasses the conceptual foundations of rural property regularization and land access processes in Colombia. It provides a general context concerning the issue of land tenure informality and its place on the State's public agenda. The regulatory framework for property rights in the country is presented, defining various forms of land tenure and the main causes of informality. Additionally, the processes currently undertaken by the State for rural property regularization and land access are described, highlighting their scope, potential beneficiaries, and the responsibilities of the relevant entities.

The technical report of the zoning of suitability for the production of sheep meat (Ovis aries) in grazing, in Colombia, at a scale of 1:100,000, is presented, as a result of the processes of strengthening the planning of the efficient use of rural land and the adaptation of land aimed at directing investment in the agricultural sector.
