The policy for productive and social planning of rural property (POPSPR in Spanish) is a set of actions carried out by the Government to trigger a process of participatory planning and multisectoral management of a technical, administrative and political nature, which contributes to solving problems associated with management of agricultural uses and rural land tenure, so as to improve or maintain an adequate balance between agricultural, livestock, forestry, aquaculture and fisheries production, efficient land use, competitiveness and social, environmental and economic sustainability.

Practical tool that allows a comprehensive view of social, organizational, technical, environmental, economic and financial studies and parameters to be considered in the development of each of the pre-investment sub-stages (identification, pre-feasibility, feasibility and design), as well as steps to be carried out within the framework of the fundamental principles: planning and prospective vision, sustainability, comprehensiveness, territorial development and democratic governance, in accordance with the general guidelines and criteria defined by UPRA.

In response to the need for indicative information about "presumed vacant land" as requested by MADR, it is pertinent to point out that, under the mandate of Decree 4145 of 2011, the UPRA is tasked with guiding land management policy for agricultural purposes through the planning and production of guidelines, indicators, and technical criteria for decision-making regarding OSPR, the efficient use of land for agricultural purposes, land improvement, the rural land market, and the monitoring and evaluation of public policies in these areas. Among these, as referenced in the request, is the conduct of indicative technical exercises, which, based on cadastral and registry information, aim to identify presumed vacant land in the country.

The technical report on the zoning of suitability for the production of buffalo (Bubalus bubalis) for grazing is presented, at a scale of 1:100,000, prepared by the UPRA, as a result of the processes of strengthening the planning of the efficient use of rural land and the adaptation of lands that the entity carries out to guide investment in the agricultural sector.

This document presents the Productive and Social Organization Plan of Rural Property (POPSPR) for Atlántico as a departmental Agricultural Rural Development Strategy. It is the outcome of a participatory territorial planning exercise led by the Atlántico Governorship with technical support from the Rural Agricultural Planning Unit (UPRA).
