The current document is one of the inputs for the report prepared by UPRA to comply with the provisions of Article 21 of Law 1776 of 2016, for the approval of the ZIDRES (Special Economic Development Zones for Agricultural Transformation) in the municipality of Puerto López, Meta department. The plan follows this basic structure: it starts with this introduction, followed by the development of Chapter 1 (background), which includes the general context, sectoral context, and regulatory framework that frames the establishment of the ZIDRES.

The methodology developed by UPRA is based on restrictions and requirements established by the Zidres Law, in which technical criteria, variables and indicators and the procedure for spatialization of this information are defined. Likewise, it identifies other legal restrictions as part of the legal foundation that determines Zidres as territories with agricultural, livestock and forestry and fish farming suitability, identifying limiting factors for the development of these productive activities.

This document presents the POPSPR, which specifically focuses on issues related to the social organization of rural property and productive organization. The social organization of rural property is addressed through the identification and quantification of variables related to land distribution and access, land regularization, and land market behavior. The productive organization is developed based on the identification and quantification of variables related to territorial supply (environmental and physical), land cover and use, land use suitability, and conflicts of use.

This report contains the methodology and results of identifying potential areas for declaring a ZIDRES (Special Economic Development Zones for Agricultural Transformation) in the municipality of Puerto López, in the Meta department. It serves as input for the delineation of these areas through a CONPES document by the national government.
