This document summarizes the effort of a transdisciplinary team of researchers from the Universidad Nacional and UPRA to conceptually approach components of the land market and its dynamics at a national level. Additionally, it presents a proposal for a legal framework and an institutional scene that affects the functioning of productive rural land markets in Colombia.

This document contains the methodology for a general identification of the agricultural frontier in Colombia, at a scale of 1:100,000. It presents a frame of reference, definition of the agricultural frontier and methodological process for general identification. The national agricultural frontier area may vary as new information is identified and available. UPRA will update the national agricultural frontier area in accordance with this methodology.

This document presents the methodology for calculating the family agricultural unit (UAF in Spanish), the result of a joint effort between the National Land Agency (ANT in Spanish), the Rural Land Planning, Land Adaptation and Agricultural Uses Unit (UPRA in Spanish) and the Ministry of Agriculture and Rural Development (MADR in Spanish). Its purpose is to estimate a basic unit of agricultural, livestock, aquaculture or forestry production, which allows a family to remunerate their work and have a capitalizable surplus in accordance with the provisions of the Colombian legal system.

The methodology developed by UPRA is based on restrictions and requirements established by the Zidres Law, in which technical criteria, variables and indicators and the procedure for spatialization of this information are defined. Likewise, it identifies other legal restrictions as part of the legal foundation that determines Zidres as territories with agricultural, livestock and forestry and fish farming suitability, identifying limiting factors for the development of these productive activities.

The definition of a model, approach, and planning methodology has been one of the key activities in the preliminary study phase for formulating the Rural Property Social Organization Plan in Colombia (POSPR). In this regard, UPRA has conducted a comprehensive review and consideration of various models, approaches, and techniques proposed in specialized literature. This process led to the determination that the suitable methodology for constructing the instrument should directly involve Geoprospective methods.

This document presents the methodology for territorial targeting and prioritization, defining in detail the steps of the process and illustrating in a didactic manner the activities necessary for its proper application; Thus, a tool is promoted that allows entities in the sector or the Government in general to technically focus the areas subject to intervention with the different public policy programs for Social Property Planning from which municipalities to attend to are prioritized by optimizing resources and institutional capacities.
