ANALYSIS OF INTERNATIONAL EXPERIENCES

In the effort to formulate a Social Rural Property Planning in Colombia, the Rural Agricultural Planning Unit (UPRA) has conducted an analysis of the international landscape and public policies related to the distribution of rural property and agrarian structure, land access, rural land market regularization, regulation of ownership rights, state land administration, and other key aspects of Social Property Planning. These have emerged as reform instruments in agrarian reform in Latin America over the last century.

INFORMALITY INDEX

The Rural Agricultural Planning Unit (UPRA) calculates an informality index that allows for estimating, identifying, and delimiting areas with possible informality in land tenure at the parcel level. This index serves as a technical input in the process of planning the social and productive organization of rural property in the country.

METHODOLOGY FOR FORMULATING RURAL PROPERTY SOCIAL ORGANIZATION PLANT

The definition of a model, approach, and planning methodology has been one of the key activities in the preliminary study phase for formulating the Rural Property Social Organization Plan in Colombia (POSPR). In this regard, UPRA has conducted a comprehensive review and consideration of various models, approaches, and techniques proposed in specialized literature. This process led to the determination that the suitable methodology for constructing the instrument should directly involve Geoprospective methods.
