The irrigation plan for the Huila department is a territorial planning and management instrument that focuses on and prioritizes investments in accordance with the specificities of the territory and both national and departmental policies. Its purpose is to contribute to increasing agricultural and livestock productivity and driving rural development in the department. It has a projection up to 2039 and is coordinated with the national irrigation plan.

This manual provides guidance and clarifies technical aspects, considering recommendations from experts and producer organizations, among others, for the development of pre-investment in small-scale irrigation projects. It encompasses identification, feasibility, and design phases.

This "Manual of basic technical standards for land adaptation projects" incorporates current technical regulations, current institutional framework, concepts of efficient use of resources, especially water and soil, and a comprehensive concept of land adaptation. It ensures a detailed and progressive evaluation of conditions and problems in the area, and the definition of works, programs and activities required for the project´s execution and its final success.

Practical tool that allows a comprehensive view of social, organizational, technical, environmental, economic and financial studies and parameters to be considered in the development of each of the pre-investment sub-stages (identification, pre-feasibility, feasibility and design), as well as steps to be carried out within the framework of the fundamental principles: planning and prospective vision, sustainability, comprehensiveness, territorial development and democratic governance, in accordance with the general guidelines and criteria defined by UPRA.
