The current edition of the Bulletin on the Distribution of Rural Land in Colombia analyzes the data and statistical information for the cadastral year 2019, continuing the series of bulletins that began with the publication of the methodological book titled "Analysis of Rural Property Distribution in Colombia: Methodology and Results 2014." Subsequent analyses were conducted for the years 2015 to 2018.

The fundamental purpose of this publication is to contribute to the knowledge of behavior and structure of distribution of property over rural land in Colombia, as a fundamental tool to advance in urgent and complex challenges that the country has in relation to this issue, and aid to "social planning of rural land ownership, defining criteria and creating instruments required for this purpose", now tasked to UPRA.

This booklet illustrates the step-by-step procedure for calculating the Family Agricultural Unit (UAF) at the municipal level, based on homogeneous physical units, within the framework of the methodological guidelines and criteria defined in Agreement 167 of 2021, issued by the Board of Directors of the National Land Agency (ANT) and its technical annexes.

CONCENTRATION AND FOREIGN OWNERSHIP OF PRODUCTIVE LANDS IN COLOMBIA

It proposes a context and general theoretical framework, along with a specific conceptual outline for the Colombian case. It defines the categories of concentration, accumulation, land grabbing, and foreign ownership of productive rural lands. Drawing on the contents of existing literature and data, the study addresses dynamics and processes related to land ownership and tenure, investments, equitable access and use, as well as the legal and policy evolution. It examines current positive and negative incentives, advantages, and limitations.

The study includes a diagnosis of the Colombian case, a methodological proposal for identifying, observing, and estimating risks associated with large-scale investments in productive rural lands in Colombia. Additionally, it highlights certain observations and findings, and offers recommendations for public policy. This document contains conceptual bases for the process of legalizing rural property in Colombia. It shows its importance in the development of the agricultural sector, since with its implementation, life quality of rural inhabitants is improved by increasing their heritage and giving greater possibilities of accessing credit markets, thus allowing long-term investments for the execution of productive projects.
