The Municipal Agricultural Evaluations (EVA) are a key statistical tool for agricultural planning and management of the agricultural sector in Colombia. They provide information on agricultural activity in all municipalities nationwide by integrating information on productive supply, production costs, and first-market prices. EVA offers a comprehensive approach for monitoring and decision-making in agricultural activities. This involves collecting, processing, analyzing, and disseminating information on the area, production, and yield of temporary and permanent crops in the 1,104 municipalities of the country that report agricultural activity. Similarly, figures generated by statistical processes or administrative records from production associations are incorporated. The EVA productive supply module collects semi-annual and annual data in the municipalities, providing detailed information on crops, their cultivated areas, obtained production, and livestock species inventory. This information is made available to users and is essential for monitoring the agricultural sector, as it allows evaluating the agricultural and livestock production situation at the local level, identifying trends, and supporting planning and decision-making.

Additionally to EVA information, two investigations are articulated to increase knowledge of agricultural activity. On one hand, First Market Prices aim to provide information on the social and economic dimension of prices, periodic data on the purchase prices of agricultural production in local markets near production areas. It allows evaluating price evolution and its impact on the rural economy, providing a crucial tool for planning and adjusting public policies and commercial strategies.

As for the production cost module, it provides information on the costs associated with sowing, managing, and harvesting crops, as well as maintaining livestock inventories. It is oriented towards constructing, updating, and analyzing production cost information of prioritized agricultural production systems.

General Objective Make available to users information collected, processed, analyzed, and validated that is provided by the municipalities, semi-annually and annually, regarding their agricultural activity.
Specific Objectives
  • Collect municipal figures on the area, production, and yield of temporary crops, twice a year. For permanent crops and areas designated for animal feed, the figures are annual.
  • Incorporate figures generated by statistical processes, produced by administrative records or production associations.
Thematic Scope Identification and quantification of the agricultural productive activity of the municipalities of the country. For agricultural activity, this pertains to cultivated areas and their production in the two semesters of the year. Livestock activity focuses on quantifying species inventories.
Study Universe 1,100 municipalities in the country with agricultural activity in the year.

Sample of Municipalities For semester A, a sample is taken in 200 municipalities (19%), covering approximately 60% of the area planted with temporary crops cultivated in this semester.

Information on sowing and harvest calendars, consolidated from crop information inquiries at the municipal level.

First market prices are the initial price at which an agricultural product is sold in the nearest market to its place of production, at marketplaces, collection centers, farms, or temporary and permanent infrastructure, among others. This price is generated for a product that meets the market’s established conditions of presentation, variety, and commercial unit, which reduces the heterogeneity presented in negotiations conducted at the farms.

First Market Prices is a strategic initiative of UPRA within the framework of Municipal Agricultural Evaluations (EVA). Its purpose is to improve understanding of the economic dynamics in the agricultural sector at the municipal level. By collecting detailed data on sales prices in markets close to production areas, it is expected to significantly contribute to public policy formulation, agricultural activity sustainability, and the economic well-being of farmers and their families.

With this statistical exercise, it will be possible to:

  • Monitor the price dynamics perceived by farmers when selling their crops.
  • The time relationship these prices have with those observed in transactions carried out in the following links of the commercial chain.
  • The percentage share of first market prices with those paid by urban consumers when acquiring the products.
  • Obtain information on the productive context and the logistical costs necessary to bring products to consumption centers.

Regarding the methodology, UPRA developed an instrument to record real-time price information and formed a team of professionals to support data collection. The agricultural sector products selected for this project were based on criteria such as their production (EVAs 2023) and relevance in the target municipalities, importance in the household basket, and geographical coverage.
