In 2019, UPRA identified a limitation in the information on agricultural infrastructure, primarily presented in tables with basic data and generalized territorial locations. In other words, there was an inventory of the number of infrastructures per municipality or department, but there were no specific locations for each facility.
Furthermore, although various government entities offer information on agricultural infrastructure, it is often focused on the particular needs of each entity, making it challenging to obtain a comprehensive view of the infrastructure in a territory and complicating the analysis of the agricultural supply chain, such as the relationship between production and commercialization in a municipality. This situation hinders the analysis of the relationship between the links (stages, phases) that are part of the agricultural product supply chain; for example, the relationship between production and commercialization infrastructure in a municipality.
To address these identified needs, the UPRA ICT Office developed the Collaborative Network for Agricultural Infrastructure (RECIA). This tool aims to be a platform where various actors, including individuals, companies, entities, and institutions, can share information to characterize agricultural infrastructures nationwide. The characterization will include precise geographical data, which will facilitate the exact location of each infrastructure in the national territory.
The general objective of RECIA is to consolidate the
agricultural infrastructure that is part of the supply chain of agricultural products in the national territory, thus serving as a reference for decision-making.
Currently, RECIA is directed as the tool to achieve the activities and goals outlined in
Strategy 1.2.: Identify and characterize goods (public and private) of infrastructure that provide services to the agricultural sector (equipment and sectoral services) of the Agricultural Sector Statistical Plan (PES Agropecuario) for the 2022-2026 period.
