UPRA and Putumayo Governors Office Sign Memorandum of Understanding for Territorial Planning

During the People's Agrarian Assembly convened by the Ministry of Agriculture and Rural Development in the department of Putumayo, a Memorandum of Understanding was signed between the Rural Agricultural Planning Unit (UPRA) and the Putumayo Governor's Office, aiming to support the agricultural planning of the department and advance agreements and projects for sector strengthening.
"The entity will accompany and provide technical guidance in the agricultural territorial planning of the department. The idea is to jointly address issues such as productive and social land management, which will strengthen the agricultural sector in the planning and development plans for the department and municipalities," said Claudia Liliana Cortés, General Director of UPRA.
The Memorandum of Understanding signed between Putumayo Governor, Carlos Marroquín and UPRA Director Claudia Cortés is expected to be executed until 2027 and will include eight defined activities as follows:
- Provide assistance in formulating the Departmental Development Plan.
- Provide technical assistance in Agricultural Territorial Planning to the department and municipalities.
- Update the Agricultural Frontier for the Amazon region.
- Conduct zoning for Aptitude in the Amazon region. Additionally, deliver and socialize national aptitude zoning.
- Conduct cost analysis of production alternatives prioritized for the Amazon region.
- Identify productive alternatives for the La Perla Amazónica Peasant Reserve Zone (Bajo Cuembí-Comandante).
- Conduct training on the Information System for Rural Agricultural Planning (SIPRA).
- Provide support in the identification, characterization, and georeferencing of equipment, assets, and services of interest to the agricultural sector (RECIA).
Additionally, a technical working group will be established to monitor the development and compliance of each of the activities. Over 200 representatives from organizations in the region attended the People's Agrarian Assembly held at the Mocoa Technological Institute.
Ministry of Agriculture Strategy for the Amazon
During the People's Agrarian Assembly, the Decree on the Formation of the Putumayo Departmental Rural Development and Agrarian Reform Committee was officialized. The Ministry of Agriculture and Rural Development's strategy for the Amazon, composed of 8 guidelines, was also presented:
- Peasant economic stabilization.
- Strengthening of peasant forest concessions.
- Recognition and granting of usage rights for peasants in Second Law Forest Reserve Zones.
- Joint law project for forest allocations in Forest Reserve Zones.
- Ethnic restitution intervention strategy.
- Focused intervention in Calamar, Llanos del Yarí, and Bajo Caguán.
- Articulation of the Post-Conflict Environmental Zoning Plan.
- National Agrarian Reform System-Peasant Reserve Zones.
