This document presents a proposal for guidelines to incorporate the conceptual framework of urban-rural linkages (VUR) into the countrys territorial planning, particularly the guiding principles established by the United Nations (UN) in the Framework for Action to Promote Integrated Territorial Development. The document begins by discussing the terminology of VUR in both international and national contexts, focusing on the various definitions provided by the United Nations Human Settlements Programme (UN-Habitat), the Organisation for Economic Co-operation and Development (OECD), and the Economic Commission for Latin America and the Caribbean (ECLAC).
