
UPRA and the Government of La Guajira are making progress on the formulation of the Departmental Agrologistics Plan

The Departmental Agrologistics Plans for Meta and Huila have already been formulated.

This year, the Agricultural Planning Unit (UPRA) signed a memorandum of understanding with the Government of La Guajira to support the planning of agricultural territorial organization over the next four years. The Departmental Agrologistics Plan is one of the projects that is advancing in coordination between UPRA and the Government.
Dora Inés Rey Martínez, UPRA's Director of Social Property Organization and Rural Land Market, explained that one of the objectives of this Plan is to provide the necessary inputs to enhance the Food Production Protection Areas (APPA) in the southern part of the department as an agri-food supply area.
“With the Departmental Agrologistics Plan of La Guajira, we aim to solve logistical chain issues in food production while strengthening food production in the southern part of the department. Additionally, we want to address and resolve hunger-related situations in the middle and upper parts of La Guajira,” said the technical director.
Jorge Armando Figueroa, Secretary of Economic Development of La Guajira, noted, “Thanks to meetings we held earlier this year with UPRA and the team in charge of these matters, we were prioritized to create an agrologistics plan and an irrigation plan that could boost the outcomes of the APPA, which have been recently declared in the department.”
What are Food Production Protection Areas (APPA)?
UPRA has been working on identifying the APPA, which are rural areas within the agricultural frontier that have favorable conditions for food production. Given their priority status for the State, it is essential to protect them, as they play a significant role in ensuring the human right to food.
To date, UPRA has identified the APPA in eight municipalities of La Guajira, and the Ministry of Agriculture has officially declared them. UPRA is now detailing other areas in departments such as Córdoba, Antioquia, Santander, Cundinamarca, and Tolima, among others.
What is the Agrologistics Plan and what are its components?
The Agrologistics Plan is a tool for agricultural planning that allows the analysis of agricultural supply chains, including logistics processes, cargo flows, money, information, emissions, and more along these chains. It also examines the actors involved and their interactions through the thematic axes present in each link of the chain.
This approach makes it possible to identify opportunities for improvement in these chains and their logistical processes, and to formulate strategies to positively impact them.
Currently, UPRA is working on the formulation of the Departmental Agrologistics Plan for La Guajira. The plans for Meta and Huila have already been formulated.
